Arc Aspicio Testifies on Increasing Small Business Supplier Base

Washington, D.C., October 25, 2021 – Arc Aspicio’s Chief Executive Officer (CEO), Lynn Ann Casey, testified before the U.S. House Committee on Small Business Subcommittee on Contracting and Infrastructure on Wednesday, October 13. The hearing “Growing the Small Business Supplier Base in Government Contracting” included statements from Casey and other small business owners on the challenges that small businesses have as the result of Category Management policies and practices.

Category Management (CM) is a government-wide procurement initiative that helps the Federal Government increase procurement efficiencies. At the hearing, Lynn Ann Casey and other small business owners testified that they have seen it reduce the total number of small businesses and the number and type of opportunities that are available for small businesses to compete on.

“We love hard work, and we love to compete. We just want the opportunity to compete," said Casey in a response to a question by Committee Chairman Kweisi Mfume. Casey noted that Arc Aspicio has been on several Best-in-Class vehicles, but despite their extensive experience and exceptional performance, they have only won one of those, and that is after spending hundreds of thousands of dollars.

Chairman Mfume noted that the federal small business supplier base has shrunk by 40%. This decline means less opportunity for small businesses and the subcommittee recognized that CM is one major factor contributing to the decline.

Members of the subcommittee were eager to discuss the challenges of CM for small businesses and generated ideas on how Congress can help small businesses in the future. Casey offered ideas and solutions to help the Committee explore options to help grow the supplier base including ways to broadly include small business contracts in category management metrics.
