Interim Rule
On July 8, 2010, the Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council issued an interim rule requiring contractors to report first-tier subcontractor awards of $25,000 or more and annually report executive compensation of the contractor's and first-tier subcontractor's five most highly compensated executives for the preceding fiscal year.
The rule requires prime contractors to report first-tier subcontract data in FSRS; to report executive compensation data for its own executives at CCR; and similar subcontractor executive compensation data at FSRS.
The reporting rule is being phased in to minimize the burden on small entities. Effective July 8, 2010, contractors report newly awarded subcontracts exceeding $20 million; starting October 1, 2010, contractors report newly awarded subcontracts of $550,000 or more; starting March 1, 2011 they report newly awarded subcontracts of $25,000 or more.
